Should I start IFR immediately after PPL?

If you fly often, yes — skills are fresh. If months will pass, keep currency with VFR dual first so IFR hours are not spent relearning basic aircraft control.

Simulator vs airplane?

Approved sim time can lower cost for procedures. SEAS uses airplane time for the skills that transfer to the checkride and real IMC — we will be explicit about what counts before you book.

How does SEAS bill instrument training?

Pay as you go per lesson (Rule 3). No prepaid instrument packs. Book when resources are live on the schedule.
